Error Message: this clip contains no video tracks, will not be opened

I’ve successfully used Photoshop Elements for one year. Recently had to have my HP computer wiped clean because of advanced Spyware. Now I get this error message when I try to open stored videos that I want to make pics from. I used windows XP with tons of memory. Any ideas?

What kind of video are you trying to open in Photoshop Elements ? What version of Elements ? Are you able to open this video with another application (say, Quicktime or Windows Media Player) ?
