Create graphics for mobile devices?

I want to create simple graphics/images for different kind of mobiles at my work. We will just include our logo and it should appear in the background of the mobile.

Do I have to create different resolution-images for each phone? So I have to know each phones different resolution or can I create a "big" image and then the phone makes it smaller/bigger…?

Which version of Photoshop are you using? CS4 makes it fairly easy to design for a number of devices: Save for Web and Devices… –> Device Central.
