texture menus too big..cant fix

sorry I looked over the site for this problem, I have not seen it, but I may have missed it so i apologize if this is a reoccurring,

my problem is : for example when I look at "Filter" –> "Textures" –> "Grain"
the menu that pops up is the size of my screen, and I am unable to make it smaller, the arrows I get when I put the mouse on the sides or corners has no effect, and the bars where the measurement of the filter being put in is no completely visible, making it unknown how much I am effecting the image.

The minimum screen size required for the current versions of Photoshop is 1024 by 768 – it looks like you are running less than that on your system.
