cloning an image onto the next frame in a filmstrip

Hi, i have a filmstrip of clouds moving and i want to make the superman logo slowly zoom in and then come to a hault. What is the best way to edit this and how can i make the logo stay in the exact same position on each frame while the clouds are moving in the background? am currently using adobe photoshop CS2… any ideas would be great!

My idea is that this would be way easier to do with either After Effects of Premiere instead.
