Is there any reason PS shouldn’t work with NT?? forgive my ignorance. but its quite urgent

After installing PS, when I try to launch it, it gives me error code……..Photoshop.exe-Unable to locate .dll

The dynamic link library SHLWAPI.dll could not be found in the specified path…..

well i searched the drive and the cd and couldnt find that file….

can anyone help???????? urgent

DLL Name: Shell Light-weight Utility Library
