Need Help With Rulers

Hi, I’m forced to use Photoshop Elements here at school, I’m used to using a normal version of Photoshop. I’m trying to use the rulers but have no luck, I click on view rulers and I do get the rulers at the top of my page, but when I try to use them to bring down a guideline so that I can divide my page up nothing happens, is there something else I am not doing ? or does Elements not have this function

No Guide lines you have to do it with grids.

I miss the rulers too the way you are used to using them. However I worked my way around them. When you pull the rulers (you always pull both regardless) into the image you will find that the zero setting of the ruler on the side and the left moves along. The zero setting remains even though you let go of the rulers. That helps me in many cases to size the image or to decide simple divisions of an image in say thirds It also helps me deciding whether an image is level or not.
I hope this helps you a bit.

Apart from that the grid can be set as per Grants suggestion.
