How can I increase to % of memory allocated to my scratch disk in PSE? I seem to remember there was an adjustment of some sort. Thanks in advance. Al Lewek

You do this in the preferences (Edit / Preferences for Windows, Photoshop Elements / Preferences for Mac). Under Memory & Image Cache, you’ll find a setting to adjust the memory allocated for PSE, and under Plug-Ins and Scratch disks, you’ll find settings to choose a hard drive to serve as your scratch disk.

I think this apply only for the memory usage (RAM), not the disk usage (depend on disk size which can be MAX 200 GB).
