option+shift not resizing in cs4

When dragging one picture into another I could always hit shift+option in CS3 to resize the entire dragged photo. This would keep it scaled appropriately and sped up my resizing. Now in CS4 it just duplicates the layer over and over again when I press these keys. Any advice is appreciated.
