I took it that he said best for watching family photos on DVD in the sense that he wasn’t after anything too fancy.
If he were after THE best then he should look at something like Sonic Foundry’s Vegas 4.0 + DVD Architect. While this is a video program it blows the socks off anything that a slideshow program can do with still photos. It can make still photos look like movies and there are unlimited soundtracks, transitions and so on.
