Adding a transparent layer

I am sure I am doing this the long way.
Whenever I need a transparent layer under my pix, I have been going to NEW, then put in the size of my other pix, checking transparent, then drag/drop (using shift key) the pix on top of my transparent one.
Feel sure there is a quicker way to add that layer to my original pix, but I sure don’t know it.

Ralph,

You should be able to simply click the "New Layer" icon at the bottom of the Layers palette… the icon looks like a little page with the lower-left corner turned up.

The keyboard shortcut is CTRL-SHIFT-N. Also via the menu Layer > New.

That gives me the transparent layer above the bkgrd layer, but I can’t drag it below background, or the background above it.
Must be one more step.

THERE IT IS:
I have to dbl-click the background layer first, then add the layer, then drag it below the background layer.

You can’t add anything under the background layer until it’s unlocked. Double-clicking on it, and then clicking on Ok did the trick.
