Alt tag description on Photoshop CS 2 images with XP Pro

We are using XP professional, and just started having this problem. When images are opened up, there is a long "alt" like tag that is over the picture. It is really quite annoying as with a batch load, it has the string for every picture, and until the pictures are finished loading, the tag will not disappear. Here is an example: <http://www.familystudio.com/temp/alt.jpg>.

EDIT>PREFERENCES>GENERAL

then UNcheck "Show Tool Tips"
