see pictures everywhere with like just the color in the eye and the rest black and white or the shirt still colored and the rest b&w. how do you do this in PS2?

Apply a hue/saturation adjustment layer,slide the saturation to zero and hit okay. next hit the b-key and start brushing in the areas you want color.
