Application failed to start because PICN20.dll was not found

Today, I tried to open Photoshop 7 (PC) and received this error message:

Application has failed to start because PICN20.dll was not found. Re-installing the application may fix this problem.

I reinstalled PhotoShop 7 twice and it did not solve my problem.

I called Adobe, Photoshop technical support and they only support Version 9 and up. I would very much appreciate any assistance.
