There are filters built into Photoshop that can render photos into different artistic effects. There are also third-party filters that contain a wide variety of effects. Check online, look at your help file under filters.

While in PSCS3 go to the "Filter" menu. Spend a few hours checking out all the various filters and their many modifications; test each one on a real image. Note that any particular actual filter effect may not be what the filter name implies to you.

The best overall art styles plugin for PS is probably AlienSkin’s SnapArt. I’d say their filters are a cut above Photoshop’s which are old and have never been updated.

That being said, the best painterly interpretations of photographs I’ve ever seen are done with Painter.

There is a basic version sort of like Photoshop Elements which is still better than Photoshop for artistically rendering photos into ‘paintings.’

If you’re inclined to do much of your work manually (as in: hand rendering of photos in natural-looking media), there’s also the excellent, and very snappy Autodesk SketchBook Pro < http://usa.autodesk.com/adsk/servlet/index?siteID=123112&amp ;id=6848416>.
