I’m trying to make a composite or montage of four photos. How do I paste the four images into a single file/picture? For example, I sized the four pictures to be 4 x 3 and tried to paste all into an 8 x 6 panel, but Photoshop wants to use them as different layers – I want to arrange the four images into the four corners or quadrants of the single panel.

On another topic, sometimes when I try to save an image after manipulation, Photoshop will only save it as a .PDF. How do I specify .jpeg if it doesn’t readily give me the option on the SAVE AS tab.

That’s how it works, it puts the individual images into their own layer. Are you working in 16 bit? JPGs will not support 16 Bit that could be why the format is unavailable.

Reread it, do you mean that the images are stacked one on top of the other? If so, select a layer and then use the Move tool, V on the keyboard to position the image to suit.
