To give color to the washed out sky behind tree branches, do I use a mask or layer, and how exactly do I adjust the color? Certain this is an elementary skill, but I’m really new to PShop (CS2).

Make a mask, then use the mask to make an Adjustment Layer. For what you ask, I suggest Channel Mixer, Curves, Selective Color, or Hue/Saturation.

Or select your sky in the "bad sky" image using whatever tool you prefer.

Open another image of "good sky"
on Good sky image Select all (Control + A) Copy (Control + C)

return to image with problem sky (click on it with the mouse)…make sure selection border (marching ants) is still on
Edit>Paste into…

Good sky pasted into image with bad sky

Be aware though that clipped sky tend to bleed into tree branches, so that after replacing the sky, the branches may have a "silver lining".
