Raymond,

First, don’t type in all capital letters. That makes people believe you’re yelling, surely a thing you weren’t aware of.

If you mean that the layer is lock (little padlock symbol), double-click on the image icon’s, in the layer palette, and simply click on Ok in the dialog box. This will unlock the layer.

Using any of the selection tool, you’ll be able to cut, and later paste in a new layer (or new image), the portion you’d like to keep. Remember that if you cut something out of this image, don’t save the changes else you’ll be damaging this picture.
