Open your image
Copy the layer
Try Image>Adjustments>Posterize (try 8-10 levels, experiment) on the copy layer.
Then set the layer mode to luminosity or colour or normal and reduce opacity, again, experiment with them all.

Then set the layer mode to luminosity or colour or normal and reduce opacity, again, experiment with them all.
