I have noticed that when I convert a shape layer to a smart object, I can’t use the perspective or distort transform? Is there something that I am not doing correctly as is that just the way it is?

Smart Objects just don’t do perspective-transform as of yet (as far as I know at least). You’ll have to do a workaround by switching from »free transform« to »warp«. As the warp only provides the 3×3 fields it can help a lot if You create a 3×3 fields checkerboard beforehand and perspectivically transform that in accordance with Your needs and use that as a visual-orientation-help for the grid of the smart object and its handles.
