How can I center images for printing?

I have images with a one-half inch white border
all the way around. I can’t figure out how to
maintain those borders at one-half inch in C.S. 2.

it works fine still in Photoshop 4, but not the
C.S. 2 that I just upgraded to.

There’s either too much or too little border
horizontally or vertically — or both — when I go
File > Print Preview.

I tried two page sizes: the preset 8 by 10 and 13
by 19.

I tried two versions of Photoshop C.S. 2, on two
drives, but the problem is the same.

In File > Print Preview, I tried clicking on and
off of "Center Image", "Scale to Fit" and "Bounding Box" but nothing gives me even borders all the way around the image. It previews wrong
and it prints wrong on my Epson Stylus 2200 printer.

Even when I click on "Center Image" the borders in Print Preview don’t look even.

I studied the Help section, but the instructions
there don’t work.
