apple-0 not fitting image to screen size

I had to reinstall photoshop. Now, when I click apple-0 to maximize the image to fit on the screen, it doesn’t, and when I click apple-/+ it gets too big such that arrows are needed to scroll the image.

help?

Select the Zoom tool (Command+Z), go to the Options bar and make sure the "Resize Windows to Fit" and "Ignore Palettes" boxes are CHECKED.

If that doesn’t work, trash or reset your preferences by holding down Command+SHIFT+Option immediately after launching Photoshop.
