Custom Layouts hide built-in options

For no apparent reason that I can decipher, I the built-in layout choices don’t show in the drop-down menu if there is custom layout in the layout file. The built-ins are all in the file Presets>Layouts i.e. they are not lost. If there are four custom layout options, only one shows and there are no other choices when I go to choose a layout for my picture package. The only way I get all the built-ins is to toss all my custom layouts. This was not previously the case, and I have no idea what caused the change. Any clues?
