Opening 2 Files for one Action?

Hi there:
I need to batch an action. I have a folder of images and want to apply a rebate to all of them. I have the rebate as a separate file. I went to start an action where I open one image then go and open the rebate file and place it on top of the original image.
When I go to run the action that I just created it will not open the rebate file when it gets to that part of the action. It says: "the object previous document is not currently available"
I guess what I am asking is, can you have two separate files and with an action open them both and merge them? I have 250 images and I do not want to have to apply this rebate to them all one at time.

have the rebate file already open when you run the batch.

I tried that and it does not seem to work. Any other suggestions? Thanks

Copy the rebate before recording the action and make sure it’s on the pasteboard when running the batch
