Quicktime and TIFF decompressor error message

Hi, I have a Macbook Pro (Intel processor) and I’m running Photoshop Elements 4.0. I’m trying to create documents in layers but I’m having problems importing (by copying and pasting) several photos (pdf files) into any layer other than the background. All of these photos open up just fine as the background layer. I get an error message stating "Quicktime and TIFF decompressor (uncompressed) are needed to view." I’ve tried saving the photos in other formats and I always make sure I save them as "uncompressed." I’ve also tried opening and editing the photo in photoshop, collapsing the layers, and saving as a pdf. Nothing so far has worked. Any ideas?
