Subtle gradation in shades of gray on white background

I am trying to achieve subtle gradations of grey tones on white back as in drop shadow effects. As a paint in or over grey/white or white/grey I often get a defined line at the transition area. I have tried layering and different blend modes with no good results at this time.

Any one out there have the answer?

Work in RGB or greyscale mode

Work in 16-bit mode

Add a bit of noise or dithering to the image the reduce banding
