red eye doesn’t work

I have now tried for over an hour trying to get the redeye brush to work — I have referenced Aaland’s PE2 Solutions book — he basically rehashes what the PE2 help page says. I am trying to get rid of an ugly greenish "redeye" in a picture of a dog. I am using "first click", and a brush size slightly less than the diameter of the dog’s pupils.

When I click and drag, there is virtually no noticeable change in the coloring, though there appears to be a slight change happening. I have the target color to change to as black, and have tried the tolerance anywhere from 30% to 95% — same effect. WTF?!?!?!?!?

I have also googled for an answer, and have found no instances of anyone with a similar experience. Ideas?
