Printing comes out pixelated

First off, we are using Photoshop CS educational edition.

I had created a flyer, and once I printed it up, the text and the background picture were very pixelated. I tried to change it to a psd, and flatten it as a jpeg, and print at highest quality.

Can anyone help me with this?
