I am having the same problem with Photoshop 7. This has never happened before and I have tried everything I can think of to fix it… but nothing works!

I figured it out! Thanks to Jay Arrach:

When you click with the eyedropper, it changes the background color instead of the foreground color.
You have selected the background color square in the Color palette (it will show with a double outline when it’s selected). Go to the Color palette and click on the foreground square to correct the problem.

That was becoming a huge problem. I was thisclose to just uninstalling and starting over.

I hate to be a compliment whore, but if you would have followed the link I posted, your problem would have been solved, in an easy-to-understand graphic.
