I use a Mac so don’t be mad if i don’t know how to take screen shots o what i am doing.

1) Start a document 400 x 400, with a resolution of 100.

2) Start off with this color "4200fe"

3) Go Filter>Render>Fibers> Set Variance= 17 and Strength=64

4) Go Edit> Transform> Flip Vertical

5) Go Filter>Blur> Motion Blur> Angle=1 Distance=9

6) Then go Filter> Brush Strokes>Ink Outlines>Stroke Legnth=4, Dar Intensity=20, Light Intensity=10

7) Go Filter>Stylize>Find Edges

8) Then go Filter>Stylize>Wind> click "Wind" and "to the right"

9) Press Control F (for pc users) and Apple F (for mac users)do thi twice.

10)Then go Filter>Stylize>Wind> click "Wind" and "to the left"

11) Then do the Apple/Control "F" (only do this once).

12) Then go Filter> Sketch> Waterpaper>Fiber Legnth=15, Brightness=50 Contrast=80

13) Then do Apple/Control "U"(this takes you to Hue/Saturation), the click colorize, set Hue=185, Saturation=50, Lightness=0

when you are done it should look like this-
