Converting .jpg to .psd

I need to be able to receive an image in any format(.jpg, .png, .tiff, .gif) and convert it into a .psd file with the layers so that I can make edits.

I am told it is possible but I a spinning my wheels and getting frustrated.

I am using Photoshop CS2, in case it makes a difference.

You can’t make layers out of a flattened image without physically making selections and moving them to new layers.

What you’re trying to do is akin to putting an egg back in the shell after making an omelette.
