Photoshop Files Won’t Open From Desktop

I recently did a clean install of OSX 10.2.8 and now my photoshop files on my desktop will not open in Photoshop by double clicking on them. If Photoshop is not already open, it will launch PS but the file itself won’t open. The file will, however, open through the File Browser or the Open File command in PS. Any idea what is causing this?
