Help! Cropping Tool will not expand when mouse is moved

Lately, I have not been able to crop in usual way, because the cropping area will not enlarge as I move the mouse outward. The cropping area will only expand vertically, but will not expand horizontally, no matter how much/how far, I move the mouse horizontally. Any solutions? I use Win XP, with 256megs of RAM on a lap top.

try to reset the tool by clicking ‘clear’ in the options just above the screen.
