I just received my copy of PS Elements and was getting to know the program and noticed that my JPEGs are much darker in appearence in PS than when I open them with pictures and fax viewer or internet explorer. When I print them they match what I see in windows and IE. What could be the problem?

Not a problem. When you installed Elements there was a nifty little color management ap that went along with it during install. Look in your control panel for >’Adobe Gamma’ and click on it and follow directions. Here’s a little something to help you along. It’s for PS7 but it’s the same in Elements.

Why? What would cause these settings to change once they are set?
