I would like to create an action that saves multiple BMPs to JPEG and makes them all the same size.

Photoshop would need to decide the compression % needed for the file to be 250kb for instance.

Hope this makes sense.

Yes.

You are asking how?

Open an image. Start recording action. Save for Web, save to a size in kb. Stop recording action. File>Automate>Batch a folder.

You should be aware however, in doing this, that the subject matter will dictate the amount of compression.

If you choose too low a file size, you could end up with some of the images – especially the more detailed ones – ending up with very noticable compression artifacts.

Beware when batching an action with Save For Web. The destination remains fixed, based on the SFW applet, and is not controlled by the Batch dialog. Also, note that in the SFW dialog, you can click the little triangle, and choose "Optimize to Size". Including that in your action should give you the results you’re after.

Peace,
