rectangular marquee and clear fault (toolbar) and layer background

Every time I use the Rectangular Marquee tool, it turns into a circle.

When i press delete or click clear in the menu bar, it fogs the selected area, instead of deleting the area.

New Layers should come up white, not checkered, like the background they come up checkerd when I use it.

It only started a week or so ago.

Can anyone provide any help, because I need use of it yesterday

With the Rectangular Marquee Tool selected, set the feathering in the options bar to zero.
