Is there a way to keep save for web from stripping EXIF data.

Yes, don’t use it. 🙂 Seriously…if you want to keep the EXIF info use Save As and save as a JPEG. Note that resizing needs to be done BEFORE you save when you do it this way, but it will keep the EXIF.
