can not access help from the program toolbar

when I try to access the help menue from the toolbar nothing happens. Have tried to do a fresh install twice and same thing happens.. Have XP.

Are you using AOL ? If so, try to make Internet Explorer your default browser (Control Panel / Internet Options / Programs / in that tab, the last option says something like "Check to ensure IE
is the default browser"). Then restart your computer.
