It appears PE2 uses a fixed color it is checking for when removing red eye. Does anyone know the RGB values of this color?

Just click the replacement color square in the options bar. That will bring up the color picker and you can choose any color you want, or view the info for the current color. The default is pure black (0, 0, 0), but the brush only changes the hue of the original, not the other values, so it often puts down a pale gray instead.
