Image size problem

I have some images on a cd and try to load them into PSE. I go to file new and set the dimensions to a nominal size. However, the images load into a 2 inch by 1 inch size. Before this problem developed, I was playing with a 2 by 1 inch rubber stamp from the Effects Pallet. How can I get rid of this 2×1?? Please help a frustrated PSE newbie. Thanks Bob

To open an existing image, do not use File/New.
Simply use File/Open, and select your image.
