Blur Tool is Pixelating Edges of Artwork/ Can’t paste path from illustrato

Since I have upgraded to the newest versions of photoshop & illustrator, I have experienced a couple of issuses.

1). The blur tool in photoshop is pixelating the edges of images.(ie: smoothing out the very edge of a person’s face that has been cutout). The tool wil blur the image anywhere just fine, until I reach the edge of the artwork.

2). The second issue I am having is that I can’t seem to paste a path from illustrator anymore since the upgrade to CS. The dialouge box that would appear before that gave me the option to paste as Path or Pixel isn’t showing up anymore.

If anyone hsa experienced this same issue/s, I would very much appreciate any comments on a fix.

Part 1: – don’t know. Feathering maybe?

Part 2: – in Illustrator, check your "Files and Clipboard" preference settings and ensure that the AICB option is turned on.
