What does it mean when a layer thumbnail in the layers pallete gets bumped over to the right a bit and appearing to that thumbnails left is a downward pointing arrow? wtf

Yes, you have a layer clipping group. Either you did OPTION+Click the line between two layers or you did type Command+G. what it does is that the transparency of the bottom layer will be applied to the top layer.

Pretty useful to do some text effects: type some text, then drag and drop a picture layer on top, then do any of the two operations listed above… tadaa!
