I want to cut out person and put them on a red backround. How do I create red backround? What is the best way to cut someone out of photo?

Use the extract function of Photoshop. The User Guide and the Help files are a good start. Also recommended: Photoshop Classroom in a Book.

Do a Google search on Photoshop tutorials.

Create the background in a new layer, Fill with Color.

There are lots of ways to do this and it all depends on what the image is like. Complicated background or plain color? Many details, hair, etc. on subject or not? And so forth.

Do a Google search on things like "removing background". Here’s a few:

PS: The Pen tool is your friend.

Third party software like Ultimatte Knockout also does a good job with most images, assuming the background isn’t too complex or too near in value to the person you want to clip out.
