How to reduce an image size and still maintain high resolution clarity?

Can you tell me how to reduce an image size and still maintain high resolution clarity?
I have a small logo in one layer of a multiple layers picture. I want to reduce the size of logo relative to the rest of picture. However, when I try to reduce the logo size by either:
1. image / image size, the resolution of the logo become very poor
2. select / transformer, and reduce the size of logo, the image resolution
also gets low and clarity is getting poorer.

How can I reduce the size of logo and still keep high resolution quality? Thank you, Jo

I sometimes use the sharpen tool when I shrink something and it turns a bit blurry.
