I have looked all over and cannot figure out how to do this. Is there a way to select all colors on the color swatch pallet and delete them all at once (as opposed to using the option key and deleting one swatch at a time)? My goal is to be able to have a custom color swatch pallet with each project.

Yes, with the Preset Manager.

And don’t forget that when you load new swatch files, you can replace the existing swatches instead of appending.
