PS 7 not allowing resolution and size upon opening EPS file

One of our operators is having a problem when opening a NON Photoshop Document EPS file (ex: Illustrator or other format of EPS). All of our computers allow us to open them at any resolution we need and give a query box before actually opening.

His does not even ask and opens the art at 72dpi. We just installed PS 7 on all our computers so I’m not sure why his is different.

Any ideas?
