Shortcut Bar covers picture title

The Shortcut Bar in Photoshop Elements 2.0 often covers the title bar of a picture. In order to move the picture (since I cannot get to the title bar of the picture) requires going to the Window Menu to turn off the Shortcut Bar. The title slides up under the Shortcut Bar when I zoom in or have a large picture.

Is there any setting to change this or is this something Adobe needs to fix? Thanks.

Beverly, just hit the tab key to hide the bars and palettes, move the window and tab to bring them back again.
