I’ve looked all over and don’t know where else to find this out, i was wonderingif it’s at all possible to use a windows photoshop filter in my macintosh photoshop 7? I’ve downloaded a .zip file that unstuffes into a .atn file and don’t know what to do next. Is it even possible to do this or do I need to get windows and a windows version of photoshop if I want to use these filters?

You can’t use Windows filters on Mac Photoshop. But an .atn file is an action, not a filter. Put it in your Presets folder, making sure the .atn extension is on it, and load it in your Actions Palette. Should work fine.
