Reduce color-thickness in cmyk-mode

hi, this is a question from a newbie:

my print-service told me that I have to make sure that in my print-file the summary of all colors (400% available) is not more than 300%. After converting a RGB-file to CYMK, most of all black areas have more than a total of 300% colors (excuse me, my dictionary has not the correct translation for this special word).
My print-service told me also that for a very deep black it is sufficient to set color of K=100% and C=40%. But how can I change my already converted values to this new values?
Are there any tutorials out there in the web ?
