File Info discrepancies

I run Elements under Windows XP SP1. If I add a title to a JPEG image using File Info in Photoshop Elements this is not visible from the Properties tab of XP. Similarly, if I add a title using Properties of XP this is not visible in Elements. Some of the EXIF Info is common, however and each environment seems to save the information from the other.
Does anyone know of a way to have just one Title that is common to both XP and Elements?

Properties and File Info are two completely different things. File Info will be visible in most Exif readers (including the exif pane in Elements File Browser).
