Strange brush (Clone Stamp etc) form I have when ‘Full Size Brush Tip’ is selected in Preferences. What’s that?
= Image: <http://www.kauppatie.com/sony/brush.gif> (18 kB GIF). = Video: ATI Radeon 9600 (256 Mb), latest drivers.
= WinXP Eng Prof SP2; AMD64 3400+; 1 Gb RAM. Machine’s not overclocked.

So you can seee it regardless of the background.

Because you selected in preferences to show the full brush size.

Well, the brush is dithered slightly, so the full size has a rough boundary – which you’re now seeing.

AND it shows high contrast over all colors, as John said.
